PTSC is a member of the Vietnam National Oil and Gas Group (PetroVietnam). It is considered the leading supplier of services, such as specialized vessels, floating storage and offloading vessels (FSO), floating production, storage and offloading vessels (FPSO) and seism surveys for the oil and gas industry in Vietnam and Southeast Asia, especially in the field of designing, manufacturing and installing offshore oil platforms.

At Ha Luu Port, a “large production site” of PTSC in Vung Tau, the working atmosphere was boisterous. Over 3,500 workers and over 100 technical supervisors of PetroVietnam Technical Services Corporation PTSC Mechanical & Construction (PTSC M&C), a core unit of PTSC, were working tirelessly day and night to ensure the completion of the Bien Dong 1 Project to hand over to the Bien Dong Petroleum Operating Company (Bien Dong POC) this year.
This project is a modern, giant complex of oil rigs which can operate in the oil fields where the geological conditions are very complicated with high temperature, great pressure and the depth of the sea at 140m. It has the central processing platform of Hai Thach which weighs 14,000 tonnes with sophisticated technology, equivalent to a small refinery. This is the largest project on making the Process/Quarter Platform in Vietnam manufacturing the oil and gas structures in Vietnam. It has a total volume of about 30,000 tonnes and is worth over one billion USD, with PTSC as the engineering, procurement and construction (EPC) contractor.
Phan Thanh Tung, PTSC Deputy General Director and former Director of PTSC M&C said: “This is the biggest and most complicated project totally made by Vietnamese people, from the management, designing and procurement to the construction, installation and trial run. The success of the project is a turning point for Vietnam to build modern, high-tech oil and gas complexes. It also affirms that Vietnam can fully master the technology and compete with big contractors around the world.”
Since 2001, PTSC M&C has produced many modern oil platforms for big projects at home and abroad, fulfilling the task of developing key mechanical products according to the Prime Minister’s requirements. The projects include the White Lion, White Rhino, Northeast Black Lion, Topaz, Mynah, Pearl-A and WHP-A Black Lion. In 2006, the company won the first international contract on building three topsides of a rig with a total weight of nearly 4,000 tonnes for Talisman Malaysia Limited.

Visiting the production site on those summer days we had an opportunity to witness a ceremony held by PTSC M&C to launch, transport and install the jacket and topsides of a rig which is over 3,500 tonnes in weight and worth 145 million USD at the White Lion Oil Field for the Cuu Long Joint Operating Company (Cuu Long JOC). This is the third project that Cuu Long JOC entrusted to PTSC M&C to implement. Also on this occasion, PTSC M&C held a signing ceremony of an EPC contract with the Lam Son Joint Operating Company (LSJOC), which includes designing, procuring, constructing, installing, connecting and doing the trial run of two topsides of the Thang Long and Dong Do rigs, each weighing 1,100 tonnes, together with 15km of internal pipelines and 87 tonnes of Pipeline End Manifold (PLEM).
Established in 2001, PTSC M&C was a small-scale factory providing maritime mechanical services, with 66 cadres and workers and a turnover of over 3 billion VND a year. After 11 years of development it has developed into a large enterprise with a staff of 3,000 people and a turnover of over 13 trillion VND/year, and has become a core unit of the parent corporation PTSC. In the petroleum marine mechanical market, it has confirmed its position as one of the leading EPC contractors in Vietnam and the region. So far the company has completed over 30 large projects on building and installing offshore platforms and has won the trust of large domestic and foreign partners.

Besides PTSC M&C, PTSC has many other member units which are involved in this field. Recently, the PetroVietnam Marine Shipyard (PV Shipyard) completed a project on building the 90m-high jack-up drilling rig - Tam Dao 03 for the Vietnam-Russia Joint Venture (Vietsovpetro). This jackk-up drilling rig looks like a giant mobile building on the ocean and has the marine standards of a large ship with many features of modern and sophisticated technology. It weighs nearly 12,000 tonnes with legs 145m tall. It is able to operate in 90m-deep seas and has a drilling capacity of 6,100m into the seabed.
In its business strategy from now to 2015 and development orientations to 2025, PTSC strives to become a strong supplier of oil and gas technical services in the maritime industry and to forge a niche in the region and the world. Its oil and gas technical services will be a key factor in making the company become one of the three leading units in this field in Southeast Asia.
After nearly 20 years of development, PTSC has made great progress and has been considered the leading corporation in providing oil and gas technical services in Vietnam and establishing its brand in the oil and gas markets in Southeast Asia. More importantly, the modern and large-scale oil platforms built by the corporation have not only served in the exploitation of oil and gas, development of the marine economy and ensurance of the energy security for the country, but also has made an effective contribution to ensuring the national security and sovereignty of the sea and islands.
