At the plenary session of the United Nations General Assembly in New York on June 7, 2019, President of the United Nations Assembly Maria Fernanda Espinosa announced that Vietnam was elected as a non-permanent member of the United Nations Security Council (UNSC) for the term 2020-2021 with 192 concurring votes out of the 193 member countries and territories of the United Nations. The result represented a record number of votes in the history of the United Nations (UN).

Regarding its role as UNSC non-member, Vietnam, as a “partner for sustainable peace,” has always promoted the adherence to the UN Charter and fundamental principles of international law. It supported the resolution of regional and international disputes and conflicts through negotiations, taking into account the legitimate interests of involved parties. The country also readily shared experience in national reconstruction and development, and regional and international integration.
Taking on the rotary presidency of the UNSC in January, Vietnam selected a priority theme of “Upholding the UN Charter to Maintain International Peace and Security”. A ministerial debate chaired by Deputy Prime Minister and Foreign Minister Pham Binh Minh on this theme had 111 speeches, the highest number in the history of UN open debates. For the first time, UNSC issued a presidential statement reaffirming its commitment to the Charter of the United Nations. During its presidency, Vietnam also took the initiative of holding the first ever meeting at the UNSC on cooperation between the UN and the Association of Southeast Asian Nations (ASEAN).

The country has also proved its capacity in chairing and administering the activities of other bodies of the UNSC, especially the South Sudan Sanctions Committee. South Sudan is where Vietnam is running its second level-2 field hospital.
As the chair of ASEAN, under the theme “Cohesion and Proactive Adaption”, Vietnam successfully organized the 36th and 37th ASEAN Summits online and semi-onlineand more than 30 online ministerial-level and equivalent meetings as well as dozens of consultative meetings. The 37th ASEAN Summit and 20 related meetings adopted over 80 documents, the highest number of documents passed at an ASEAN sitting.
The initiatives of Vietnam as ASEAN Chair were well responded to by member countries, including the ASEAN COVID-19 Response Fund; the ASEAN Regional Reserve of Medical Supplies; and the Standard Operating Procedures for Public Health Emergency Response.
Owing to Vietnam’s efforts, the Regional Comprehensive Economic Partnership (RCEP) was signed and regarded as ASEAN’s biggest success in 2020, reaffirming the central role of the bloc in the economic structure of East Asia.
