Vietnam and Timor Leste Promote Cooperation

The official visit to Vietnam (on September 3-5, 2013) by Timor Leste Prime Minister Kay Rala Xanana Gusmão aimed at affirming Timor Leste’s high appreciation and desire to strengthen bilateral relations and multi-cooperation with Vietnam and exchanging experiences on building and developing the nation and on international and regional issues of mutual concern.
During his stay in Vietnam, Prime Minister Kay Rala Xanana Gusmão had talks with Vietnamese Prime Minister Nguyen Tan Dung and met with State President Truong Tan Sang and National Assembly Chairman Nguyen Sinh Hung.

During their talks, the two sides affirmed to further promote cooperation in the fields of politics, economics-trade-investment, agro-forestry-fishery, energy, information-communications and education and training. They agreed to task relevant ministries and agencies to early ink an greement on investment encouragement and protection; cooperate in food security, education-training, petrol, tourism, people-to-people exchange, and proactively realize the Framework Agreement on economic and technical cooperation.

The two sides also affirmed to actively implement the framework agreement Vietnam-Timor Leslte on Economic and Technical Cooperation signed in April 2010 and organize the first session of the joint committee to exchange concrete cooperation measures.

Besides bilateral issues, the two sides also discussed regional and international issues of common concern and underscored the strengthening of coordination at international forums and organizations, including the issues of the maintenance of security, maritime safety, peace and stability in the East Sea.

The Timor-Leste Prime Minister voiced his support for the bloc’s stance as stipulated in ASEAN’s six-point principle on the East Sea.
Viet Nam highly valued the determination of Timor-Leste in its bids to join ASEAN and promised to work with other ASEAN member states to assist with the country's aspiration.

After talks, the two PMs witnessed the signing of a Trade Agreement, an important document that lays down a legal foundation for both countries to spur trade linkages and raise their two-way trade turnover in the future.

During his stay in Vietnam, Prime Minister Kay Rala Xanana Gusmão laid a wreath at President Ho Chi Minh’s Mausoleum and Martyrs Monument, visited and talked with students at the University of Social Sciences and Humanities, Hanoi National University and visited the Viettel Group and Ho Chi Minh City.

- The Democratic Republic of Timor Leste has a total area of 15,007km with a total population of over 1.1 million people. , Timor Leste was recognised as an observer of ASEAN in 2002 and joined the ASEAN Regional Forum in 2005. In 2007, the country acceded to the Treaty of Amity and Cooperation in Southeast Asia. The country established the National Secretariat on ASEAN and is determined to become a full member of ASEAN by 2015.

- The bilateral trade turnover between Vietnam and Timor Leste (Vietnam mainly exports to Timor Leste) in 2012 reached 34.4 million dollars with main exports of rice and aquatic products. The two countries have great potential for cooperation, particularly in the fields of agriculture, oil and gas, aquatic products and infrastructure. At present, the Viettel group has implemented a project on providing telecommunications in Timor Leste worth nearly 15 million dollars.

Vietnam’s rice exports have surged to new heights, with over 9 million tonnes exported, generating a value of 5.7 billion US dollars. These figures represent substantial year-on- year growth, with an 11% increase in volume and a 24% increase in value compared to 2023.
