On November 22, 2015, in Kuala Lumpur, Malaysia, Prime Minister Nguyen Tan Dung and leaders of the ASEAN member countries signed the Kuala Lumpur Declaration on the Establishment of the ASEAN Community and another on ASEAN Community's vision 2025.
The Kuala Lumpur Declaration on the Establishment of the ASEAN Community is an event of historical significance in the region and marks a milestone in the bloc’s 48 year history.
According to Malaysian Prime Minister Najib Razak, ASEAN is a decisive element that brings about an obvious change for Southeast Asia, from a poor, disunited, conflicted and unstable region to a community of peace, stability, prosperity and cooperation. The member countries eliminated all barriers and differences to build together a community of “unity in diversity”.
The signing of the Kuala Lumpur Declaration means that the ASEAN Community was formed, starting from January 1, 2016. Therefore, the member countries need to make joint efforts to promote solidarity and integration to build a united, peaceful, stable and prosperous community as expected.

At the summit, leaders of the ASEAN member countries and partners discussed regional and international issues of mutual concern, including the East Sea. The ASEAN leaders voiced deep concern over the complicated developments in the East Sea and emphasised the necessity to resolve disputes by peaceful means in line with international law, including the 1982 UN Convention on the Law of the Sea (UNCLOS); implement fully and effectively the Declaration on the Conduct of Parties in the East Sea (DOC) and forge ahead with the adoption of the Code of Conduct in the East Sea (COC). They called on the parties involved to restrain themselves and refrain from taking any acts escalating the tension in the region and agreed to promote the role of ASEAN in dealing this issue.

On the occasion, Prime Minister Nguyen Tan Dung attended a series of important events and met with leaders of many countries such as Russia, the US, Japan, Australia and Indonesia.

The ASEAN Community consists of 10 member countries of the Association of Southeast Asian Nations. It is built on three key pillars of politics-security, economics and social-culture. After the foundation, the ASEAN Community will create a single free trade area for the region encompassing 625 million people and a GDP of 2,600 billion dollars.
