The 12th tenure (2016-2020) marked the efforts of the entire Party, people, and army in grasping opportunities and resiliently overcoming hardships and taking challenges to gain important achievements of historic significance which marked the maturity in all aspects of the Party and State and the consensus and joint strength of the people.

The success was attributed to the leadership of the Party; the effectiveness of the State’s administration and the efficiency of the political system. It also showed the power of “the will of the Party, the heart of the people” as the Party has grasped thoroughly and strictly adhered to the principle of regarding the people as the country’s “roots” and taking the people as the center and the subject in the cause of national renewal, construction and defense. All the guidelines and policies of the Party and the State originated from the aspirations, rights and legitimate interests of the people.

In the coming period, the four dangers pinpointed by the Party will still exist, especially the danger of economically lagging farther behind other countries in the region and the world and the danger of "peaceful evolution" staged by hostile forces to sabotage the country; degeneration in political ideology, morality and lifestyles, and manifestations of "self- evolution" and "self-transformation" among a portion of Party members, as well as the existence and complicated developments of red-tape, corruption and wastefulness. Protecting independence, sovereignty, territorial integrity, maintaining a peaceful and stable environment, and adapting to climate change, natural disasters and epidemics are urgent tasks for the country.
