NA leader's European trip leaves hallmarks of parliamentary, vaccine diplomacy

National Assembly Chairman Vuong Dinh Hue has concluded successfully his trip to Europe to attend the fifth World Conference of Speakers of Parliament (WCSP5) in Austria and to visit the European Parliament, Belgium and Finland from September 5-11.
With more than 70 activities over the course of only five days, the European trip of National Assembly Chairman Vuong Dinh Hue has demonstrated the activeness and responsibility of the NA, while contributing to enhancing the position of Vietnam in the world arena.

Speaking to the media on the freshly-ended visit, NA General Secretary and Chairman of the NA Office Bui Van Cuong underlined the outcomes of the visit in various aspects of political, economic, vaccine and cultural diplomacy.

According to Cuong, meetings held within the visit contributed to fostering and enhancing both the overall external relations and the parliamentary ties between Vietnam and other countries. 
 
This trip was a very good opportunity for the top legislator to discuss with overseas Vietnamese about policies related to them, affirming that the overseas Vietnamese community is an integral part of Vietnam.

The meetings helped urge EU countries to accelerate the consideration and ratification of the EU-Vietnam Investment Protection Agreement (EVIPA) and the EU-Vietnam Free Trade Agreement (EVFTA). They also resulted in the signing of agreements on production of SARS-CoV-2 test kits and vaccines in Vietnam. 

According to Chairman of the NA Committee for External Relations Vu Hai Ha, the NA leader’s activities at the European Parliament, the European Council and Belgium as well as his official visit to Finland contributed to deepening the friendship and cooperation between Vietnam and the foreign partners in various fields.

The visit is expected to further boost the existing relations with the partners, he said, noting that at the meetings, all countries expressed hope that through the parliamentary diplomacy channel, the Vietnam-EU comprehensive partnership will be strengthened.

National Assembly (NA) Chairman Vuong Dinh Hue’s freshly concluded trip to Europe has helped promote the role of parliamentary diplomacy in boosting socio-economic development and bettering COVID-19 prevention and control, Chairman of the NA Committee for External Relations Vu Hai Ha told the Vietnam News Agency's reporter. 
 
While in Austria, besides multilateral activities, the top legislator delivered important speeches at WCSP5 plenary and thematic sessions, showing Vietnam's stance on international and regional issues as well as its development orientations.

He had 10 sidelines bilateral meetings with important partners such as Russia, India, Japan, the Republic of Korea, Italy, Mozambique, Cuba, Chile and the UK, during which they discussed measures to achieve post-pandemic socio-economic recovery as soon as possible.

Hue also met with leaders of several United Nations agencies in Vienna who all affirmed that parliament plays an important role in addressing global challenges.

During his trip, the NA Chairman also had meetings with the Presidents of the European Council (EC) and the European Parliament (EP), and leaders of Belgium and Finland.

They all emphasized that the parliamentary relationship is a very important channel, representing the will and aspirations of people, as well as promoting cooperation between governments and connecting solidarity and friendship among the peoples.

The EP President applauded Hue’s proposal to establish a mechanism to strengthen the relationship between the EP and the National Assembly of Vietnam.

Regarding vaccine diplomacy, Ha said that the President of the European Council promised to provide an additional 500 million doses of vaccines against COVID-19 to ASEAN countries, including Vietnam, in the coming time.

The NA working delegation handed over 100,000 vaccine doses presented by Belgium, 100,000 doses by Slovakia, and medical equipment and supplies worth 1.028 trillion dong (45.1 million US dollars), including over 4 million rapid test kits, 650 ventilators, 500 patient monitors, and five PCR testing machines, to the Health Ministry.

Several prestigious newspapers of the EU and Belgium have run articles spotlighting National Assembly Chairman Vuong Dinh Hue’s trip to Europe and the country from September 8-9.
 
The EU Today on September 6 posted an article titled “EU - Vietnam - Belgium relations: A new direction after the pandemic”, which has positive assessments on cooperation prospects between the EU in general and Belgium in particular and Vietnam.

According to the author, the relationship between the EU and Vietnam has become a model of EU cooperation with Asian countries. Both sides have focused on promoting the implementation of the Comprehensive Partnership and Cooperation Agreement (PCA) which was signed in 2012 and which took effect on October 1, 2016, marking an important step forward in the Vietnam-EU relationship, thus creating a legal basis for bringing the bilateral relationship to a new stage of development with a large scope and deeper levels.
 
Earlier, the Brussels Times of Belgium ran an article titled “EU-Vietnam relations reach new heights", stressing that the visit of the new Chairman of the Vietnamese National Assembly is the first high-level visit to Europe by a Vietnamese leader after the elections to the Parliament.

The article reviewed the cooperation between Vietnam and the EU over the past 30 years, during which the legislative bodies of the two sides have played an important role.

The EU continues to consider Vietnam a leading partner in the region, while Vietnam has always positioned itself as a bridge between the EU and the Southeast Asian countries, it added./
