A new motivation for the Vietnam- Russia comprehensive strategic partnership

Vietnamese President Nguyen Xuan Phuc, his spouse and a high-ranking Vietnamese have wrapped up successfully an official visit to Russia at the invitation of his Russian counterpart Vladimir Putin.
The visit took place in the context of the two countries just marking the 70th anniversary of bilateral diplomatic ties in 2020 and two decades of strategic partnership in 2021 with a range of pragmatic activities. They have also actively prepared for the 10th anniversary of comprehensive strategic partnership.

The visit produced special success, becoming a major highlight on the two countries' bilateral agenda in 2021, creating a new motivation for the Vietnam- Russia comprehensive strategic partnership in all fields.

One of the most important outcomes of the visit is the successful talks between the two State leaders, during which the Russian President affirmed that Russia considers Vietnam a leading strategic partner in the region.

During their talks, President Putin, for his part, affirmed that Russia always considers Vietnam its leading strategic partner in the region.

President Nguyen Xuan Phuc has affirmed that Vietnam always treasures its comprehensive strategic partnership with Russia and wants to foster bilateral ties in all areas for benefits of both nations.

In the joint vision statement released following the talks, the two sides reiterated their determination to further strengthen the bilateral comprehensive strategic partnership until 2030.

laid a wreath at a memorial dedicated to unknown martyrs and paid tribute to Vladimir Ilyich Lenin  in Moscow.
The two sides will coordinate with each other to guarantee security, safety, and freedom of navigation and overflight, and unimpeded trade. They support self-restraint, no use or threats to use force, and peaceful settlement of disputes among relevant sides in line with the common principles and standards of international law, including the principles in the UN Charter and the 1982 UN Convention on the Law of the Sea (UNCLOS).

Vietnam and Russia support the full and effective implementation of the 2002 Declaration on the Conduct of Parties in the East Sea and welcome efforts to soon adopt a code of conduct in the waters.

In their meetings with the Vietnamese leader, other Russian leaders agreed that the visit has generated a new motivation for the development of bilateral ties, and its success will contribute to opening up a new period of strong, comprehensive and long-term growth of the relationship between the two countries.

Addressing the Vietnam – Russia Business Forum that drew 80 firms from both sides in Moscow, President Nguyen Xuan Phuc has asked ministries, agencies and businesses of Vietnam and Russia to seek ways lifting two-way trade by 15 times and tripling investment in the near future. He suggested Russian firms study more about Vietnamese market and vice versa to achieve better results. 

On the occasion, President Nguyen Xuan Phuc had a meeting with the Chairman of the Communist Party of the Russian Federation (KPRF) and receptions for representatives of the Russia-Vietnam Friendship Association and the Association of Russian Veterans in Vietnam. 
With the witness of President Nguyen Xuan Phuc, Vietnamese and Russian businesses also signed many cooperation deals in many areas, including transport vehicle manufacturing, cybersecurity in finance-banking sector, culture, music, energy, and sports, especially in vaccine production.

The Vietnamese leader also attended a ceremony to announce a plan on direct flights to Russia of Vietnamese budget airline Vietjet Air. Accordingly, the flights will connect Moscow with Hanoi, Ho Chi Minh City and Nha Trang, using Airbus A330-300 aircraft.


President Nguyen Xuan Phuc visited the headquarters of Zarubezhneft company and met with generations of Russian leaders and experts who have worked at the Vietnam-Russia oil and gas joint venture Vietsovpetro. He had receptions for leaders of big Russian companies which have business ties in Vietnam, namely the Russian Direct Investment Fund, Gazprom, Novatek, Sistema and Miratorg.

As part of activities in his official visit, President Nguyen Xuan Phuc had a meeting with representatives of the Vietnamese community in Russia. He highly appreciated the support and contributions of Overseas Vietnamese (OVs) in Russia for people in the homeland amid the health crisis. The President also acknowledged recommendations of the OVs and promised to make decisions in order to facilitate their return to Vietnam in the new situation.

Within the visit’s framework, a number of cooperation agreements were signed between the two Governments as well as among ministries, sectors, localities and businesses of both sides.

Apart from further lifting up the bilateral comprehensive strategic partnership to a new height across all fields in the new period, the visit also affirmed the loyal friendship and special ties between Vietnam and Russia./

During the official visit to Australia by Prime Minister Pham Minh Chinh in March, upon the invitation of Australian Prime Minister Anthony Albanese, both sides announced the upgrade of their bilateral relations to a Comprehensive Strategic Partnership.
