Deputy Prime Minister Bui Thanh Son has signed Decision No. 540/QD-TTg approving a plan to implement the agreement on cooperation in science, technology and innovation between the Governments of Vietnam and France.
The plan aims to effectively carry out the bilateral agreement, which was signed and took into force on May 26, 2025.
Under the plan, the Ministry of Science and Technology will take the lead, in coordination with relevant ministries and agencies, in directing, guiding, monitoring and inspecting the implementation of the agreement. The ministry will also prepare reports on the signing and implementation progress for submission to the Ministry of Foreign Affairs for consolidation and reporting to competent authorities as required.
Every two years, the ministry will organise joint evaluations of implementation results and discuss cooperation plans with France’s Ministry of Higher Education and Research. Regular supervision will also be conducted to promptly identify emerging issues and propose adjustments in line with the evolving situation in both countries.
Relevant ministries and agencies, based on their assigned functions and responsibilities, are required to closely coordinate with the Ministry of Science and Technology and other stakeholders to develop and implement activities under the agreement.
The Ministry of Science and Technology will coordinate with its French counterpart to designate focal contact points for implementation in accordance with Article 7 of the agreement. It will also work with diplomatic missions of both countries to organise bilateral meetings, conferences and joint forums to advance cooperation.
In addition, the ministry will discuss with the French Ministry of Higher Education and Research the relaunch of the Hubert Curien “Hoa Sen Lotus” Programme, aiming to conclude a separate agreement with competent French authorities in compliance with the laws of both countries.
The plan also emphasises communication and dissemination activities, including promoting the agreement and related implementation guidelines, as well as relevant legal regulations of Vietnam and France, to organisations, businesses and individuals through media outreach, conferences, seminars and training programmes./.
