General Secretary of the Communist Party of Vietnam Central Committee and President To Lam, accompanied by his spouse and a high-level Vietnamese delegation, laid flowers to pay tribute to President Ho Chi Minh at the square named after him in Moscow on September 8 as part of his three-day state visit to Russia.
