CLV-8 Contributes to Vietnam-Laos-Cambodia Connection

The 8th Cambodia-Laos-Vietnam Development Triangle Summit (CLV-8), which took place in the Lao capital city of Vientiane, was regarded as an important occasion for the three countries to cooperate on bridging the development gap and poverty reduction, trade and investment promotion as well as grasping cooperation and development opportunities arising from the formation of ASEAN Economic community in 2015.
During the summit, the leaders reviewed the implementation of the “Revised Master Plan for socio-economic development of the Cambodia - Laos - Vietnam Development Triangle Area by 2020”, and the “Memorandum of Understanding on the Cambodia - Laos - Vietnam Development Triangle Area Special Preferential Policy”.

The three sides highly appreciated achievements in infrastructure development; trade, investment and tourism enhancement among the three countries; supporting youth participation in the Cambodia-Laos-Vietnam Development Triangle; and cooperation for regional security, safety and stability.

In order to increase the effectiveness of economic cooperation and connection, the three countries’ leaders agreed on several important measures such as listing prioritised projects for investment, formulating special preferential policies and development plans for tourism, completing a rubber industry development scheme, bolstering partnership in security and cross-border criminal prevention, and facilitating joint programmes in environmental protection and natural resources management.

At the Summit, Prime Minister Nguyen Tan Dung proposed a host of initiatives for the Cambodia-Laos-Vietnam Development Triangle which were highly valued by Laos and Cambodia and included in the Summit’s Joint Statement.

The Summit has agreed on Prime Minister Nguyen Tan Dung’s proposal to upgrade and extend the cooperating framework of the Cambodia-Laos-Vietnam Development Triangle and assigned the Joint Steering Committee to design the plan for Cambodia-Laos-Vietnam economic connectivity to be handed to the 9th Cambodia-Laos-Vietnam Development Triangle Summit.

During the Summit, Prime Minister Nguyen Tan Dung met with General Secretary of the Lao People’s Revolutionary Party/Lao President Choummaly Sayasone, Lao Prime Minister Thongsing Thammavong and Cambodian Prime Minister Hunsen to discuss and put forth cooperation with Laos and Cambodia.

During the talks with Lao senior officials, Vietnam and Laos both pledged to increase high-level exchanges; to effectively implement bilateral cooperation mechanisms; and to conclude negotiations on the signing of a new Vietnam-Laos bilateral Trade Agreement in order to set up legal framework for achieving the two countries’ goal of 2 billion USD in bilateral trade by 2015.

During the meeting with Cambodian Prime Minister Hunsen, the two Prime Ministers affirmed their determination to boost bilateral relations; to maintain high level meetings; to continue in close cooperation in economics, trade, investment, security, defense, and to increase two-way trade to USD 5 billion in 2015; reclaiming the determination to complete land border demarcation for a shared border of peace, friendship, stability and development between the two countries./.
