Party General Secretary Nguyen Phu Trong: Cadres Are always at the Root of All Issues

On the occasion of Tet Dinh Dau (Year of the Rooster) 2017, General Secretary of the Communist Party of Vietnam (CPV), Nguyen Phu Trong, granted an interview to Vietnam News Agency (VNA), during which he talked about the country’s social and economic related issues. The Party leader particularly emphasised the task of Party building and rectification, enhancing the effectiveness of anti-corruption and prevention. He also said that the cadres are always at the root of all issues, and that any success or failure depends on their actions.

VNA: Corruption, wastefulness and negativity seem to be still rampant; and Party building and rectification not only is an issue within the Party, but also has become a great concern of the entire people. Would you please tell your viewpoint about these issues, and what are the key factors to continue better implementing the task of Party building and rectification, and enhancing the effectiveness of anti-corruption and prevention?

At different Party Congresses, we issued resolutions on the task of Party building and rectification, considering it a key long-term task.

Each Resolution has its own focus, but there is always one constant point  that all sectors of different levels, cadres, Party members and the entire people all are aware of the necessity to regularly and continuously take care of implementing the task of Party building and rectification.

Formerly, when talking about the risk to the existence of the Party and our regime, it was used to mention the hostile forces’ “peaceful evolution” scheme. If the Resolution of the Party Central Committee’s Fourth Plenum (11thParty Congress) mentioned the degradation of the political thought, virtues and lifestyle, then in the Resolution of the Fourth Plenum of the 12th Party Congress, it frankly pointed out and deeply analysed the situation of “self-evolution” and “self-transformation” inside the Party.

The new content of the latest Resolution defined what is the degradation of political thought, and about “self-evolution” and “self-transformation”, emphasising their risk and immeasurable consequences and at the same time confirming the determination to prevent and push them back through four groups of comprehensive measures, a coordination of “building” and “fighting”, of which “building” is a long-term and basic task, while “fighting” is an important and urgent task.

The goal is to repair, by all means, the weaknesses in cadre work and management. If Party building plays a “key” role, then cadre organisation and management is the “core” of that “key” task, as well as the cause of all problems.
Cadre work is at the root of all issues, and any success or failure depends on it. However good the guideline is, and how correct the policies are, they cannot be well implemented if the cadres are not qualified to meet the requirements, or if they do their jobs wrong.

The Resolution of the Party Central Committee’s Fourth Plenum (12th Congress), besides pointing out measures on political thoughts, has mentioned groups of measures on mechanism and policies, the enhancement of discipline and rules and respect for the law. It also emphasised the strict implementation of supervising the enforcement of power and influence by those who have high positions and power, clearly defined their authorisation and responsibility, and strictly handled violations of the law which are causing big concerns among public opinion while never allowing the disorder and arbitrariness to be available.

At the same time, openness and transparency in management and execution must be implemented; and the mechanism of “ask-give”, “review-approve” must be abolished, which will contribute to preventing and pushing back corruption, negative cases, groups’ benefits, “back-yard support”, and benefit seeking.

A series of regulations recently set by the Party and Government was highly appreciated, including the anti-solicitation of younger ages to fit some job positions or for job rotation, forbidden by random parties and gift giving.

The Fourth Plenum’s Resolution (12th Party Congress) received high unanimity and great determination and now it is important to change such determination into actions, words must go with actions.
It is good that since the guidelines were set, the entire system has entered into implementation, including Party cells at all levels, the Party, Government and National Assembly’s organisations, at different levels and branches. They have together brought their full responsibility, with their highest spirit, to implement the Resolution, contributing to the common fight.

Many cadres, Party members and people warmly support and express their hope that this time the Resolution will be strictly and fully implemented, making a clear and practical change in reality.
Party building and rectification is an extremely difficult and complicated task, however it must be carried out.

The problem is how to build a strong and transparent Party and Government in tandem with must be calculated comprehensively and with a dialectical method. The key task of Party building and rectification must be implemented in tandem with national economic development being considered the central task.

The Party Fourth Plenum’s Resolution (12thCongress) on Party building and rectification must be implemented at the same time with other resolutions set by the Party Central Committee, the Government and the National Assembly, which helps create an all-round and comprehensive change in all areas.

A new spring is coming, bringing along with it a new vitality and confidence. To take full advantage of opportunities and overcome challenges, our entire Party, army and people should strengthen solidarity, join their forces and unanimity, and uphold their spirit of patriotism, skills, virtues and long-standing traditions of Vietnam, continuing to try their best to put the Party’s Resolution into life and determine to make our Party stronger and more transparent, making our country to further develop, and our people’s lives more prosperous, well-fed and happier.
