Lawmakers are scheduled to carry out key personnel procedures, including the election of the State President, the Prime Minister, and the Chief Justice of the Supreme People’s Court, during the first session of the 16th National Assembly (NA) on April 7.

At the start of the morning sitting, the NA Standing Committee will present a report on the approval of personnel appointed as vice chairpersons of the NA Council for Ethnic Affairs, vice chairpersons of NA committees, and full-time members serving on these bodies.
The Standing Committee will then submit a list of nominees for the State President. Lawmakers will discuss and approve the list via an electronic voting system before proceeding to elect the State President by secret ballot.

From 9:15 am to 9:45 am, the NA will convene a plenary session in the hall, broadcast live on radio and television, to adopt a resolution on the election of the State President. The newly elected State President will take the oath of office and deliver an inaugural address.
From 9:45 am to 10:45 am, the NA Council for Ethnic Affairs and NA committees will meet to carry out tasks within their mandates.
From 10:45 am. to 11:30 am, the NA will meet in closed session to adopt a resolution on the organizational structure of the Government for the 2026 - 2031 tenure.
At the beginning of the afternoon sitting, the NA will meet in closed session to approve the list of nominees for the positions of Prime Minister, Vice State President, Chief Justice of the Supreme People’s Court, and Prosecutor General of the Supreme People’s Procuracy. Lawmakers will then elect the Prime Minister by secret ballot.
From 3:00 pm to 3:30 pm, the NA will hold a plenary session, broadcast live, to adopt a resolution on the election of the Prime Minister. The newly elected Prime Minister will take the oath of office and deliver an inaugural address.

From 3:30 pm, the NA will meet in closed session to elect the Vice State President, the Chief Justice of the Supreme People’s Court, and the Prosecutor General of the Supreme People’s Procuracy.
From 4:40 pm to 5:10 pm, the NA will convene a plenary session, broadcast live, to adopt a resolution on the election of the Chief Justice of the Supreme People’s Court, followed by the oath-taking ceremony and inaugural remarks.
From 5:10 pm, the NA will meet in closed session to adopt resolutions on the election of the Vice State President and the Prosecutor General of the Supreme People’s Procuracy.
Earlier, on the first working day (April 6), the NA completed procedures to consolidate the leadership of the 16th tenure and its bodies. Tran Thanh Man, Politburo member, Chairman of the 15th National Assembly and an NA deputy of the 16th tenure, was re-elected as Chairman of the 16th National Assembly.
