Both nations defined education-training as a focus of cooperation in the future so they will encourage universities to forge partnerships and boost culture and art exchange activities; maintain the connecting role of the Vietnamese community in Ireland, contributing to speed up bilateral cooperation in other aspects. President Higgins revealed that Ireland will soon announce a national strategy on development cooperation with Vietnam in the 2017-2020 period.

Regarding the East Sea issue, the two sides concurred to address disputes by peaceful means in line with international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

Major activities of President Higgins in Vietnam
During his State-level visit to Vietnam, Irish President Michael Daniel Higgins had a private meeting and held talks with State President Tran Dai Quang; met with Party General Secretary Nguyen Phu Trong, Prime Minister Nguyen Xuan Phuc, National Assembly Chairwoman Nguyen Thi Kim Ngan and the Chairman of the Ho Chi Minh City People’s Committee. He also attended an artistic programme to celebrate 20 years of the Vietnam – Ireland Friendship; talked to cadres and students of Hanoi National University; laid a wreath at the Monument to Heroic Martyrs; attended an exchange of Vietnamese and Irish enterprises in Ho Chi Minh City; visited some historical relics in Ho Chi Minh City and Quang Tri Province.
