Vietnam and the Philippines Exchange Views on Sea Issues

The official visit to Vietnam by President of the Philippines Rodrigo Roa Duterte, from September 28-29, 2016, was successfully wrapped up. It is the first trip to Vietnam and the fourth overseas trip by President Rodrigo Roa Duterte since he took office in June 2016. 
During his trip, based on the spirit of friendship, mutual understanding and respect, the leaders of the two nations discussed measures to promote  a strategic partnership in the future , including  potential fields of security, defense, investment, trade and culture and especially the issues at sea.

Within the framework of the visit,  the Filipino President held talks with State President Tran Dai Quang, had meetings with Party General Secretary Nguyen Phu Trong, and Prime Minister Nguyen Xuan Phuc, attended the banquet hosted by State President Tran Dai Quang, received the Vietnamese businessmen delegation and laid a wreath at the Monument to Heroic Martyrs.

At the meetings,  the Filipino President highly appreciated Vietnam’s role and position in ASEAN and expressed his hope for the two countries to continue working together in actualising the new ASEAN Community as well as at multilateral forums in the region and the world.

Meeting with Party General Secretary Nguyen Phu Trong, the Filipino President expressed  admiration for the huge achievements made by the Vietnamese people. He affirmed that the Philippine people will forever be good brothers and sisters, and friends of the Vietnamese people.

Regarding the development orientation of the two countries’ relations in the future , the two sides agreed to further strengthen political and diplomatic cooperation via regular exchanges of all-level visits and boosting ties on the Party, Government, State, National Assembly and people-to-people exchange channel; improve the efficiency of bilateral cooperation mechanisms, including the Committee on Bilateral Cooperation at the foreign ministerial level, the Inter-Committee on the Sea and Ocean, the Joint Sub-Committee on Trade, the dialogue on defense policy, and the Joint Working Group on Fisheries.

They stressed that the two sides need to make efforts to effectively explore the potential of the two countries. Vietnam and the Philippines reached consensus on strengthening trade cooperation of rice growers. Vietnam affirmed that the nation would offer stable and long-term rice supplies to the Philippines.

The two nations agreed to maintain the policy dialogue at the deputy defense ministerial level; foster ties in research and training and the sharing of experience in the UN peacekeeping mission; direct their security agencies to exchange information and cooperate in the fight against crimes, terrorism, drug and human trafficking, and quickly launch negotiations to sign agreements on extradition and the transfer of sentenced persons.

Relating to the East Sea issue, the two sides committed to maintain and promote peace, security, stability, safety and freedom of maritime and aviation along with unhindered trade in the region, particularly in the East Sea; called on parties concerned to exercise self-restraint, refrain from the use of force or threat to use force, show full respect for diplomatic and legal process, settle disputes by peaceful means on the basis of basic principles of international law, including the 1982 United Nations Convention on the Law of the Sea.

The two sides reiterated their support of the full and effective implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) and cooperation for the early formulation of a Code of Conduct in the East Sea (COC).
