Newly-passed laws, ordinances, resolutions announced

Hanoi, July 17 (VNA) – The State President’s Office announced 11 laws, an ordinance and a resolution which were passed at the 9th session of the 13th National Assembly at a press conference held in Hanoi on July 17.

The new laws are the Law on Veterinary, Law on Military Service, Law on the Vietnam Fatherland Front, Law on Sea and Island Natural Resources and Environment, Law on Local Government Organisation, Law on Government Organisation, Law on Election of National Assembly Deputies and Local People’s Council Members, Law on Promulgating Normative Legal Documents, Law on State Budget, Law on Labour Safety and Hygiene and Law on State Audit.

The Law on Veterinary, which will take effect on July 1 next year, includes seven chapters and 116 articles stipulating veterinary activities such as animal and animal product quarantine, animal diseases and veterinary hygiene inspection.

The revised Law on Military Service stipulates 24-month military service terms of non-commissioned officers and soldiers in peacetime. With 9 chapters and 62 articles, the law will come into force on January 1, 2016.

With 8 chapters and 41 articles, the 2015 Law on the Vietnam Fatherland Front (VFF) replaces the 1999 version, specifying relations between the VFF and other agencies, organisations and people and taking effect on January 1, 2016. The law designates November 18 every year the traditional day of the VFF and the National Unity Festival Day.

Taking effect on July 1, 2016, the Law on Sea and Island Natural Resources and Environment encompasses 10 chapters and 81 articles and features principles of effective management and utilization of sea and island natural resources.

The Law on Local Government Organisation, to take effect on January 1 next year, will replace the 2003 Law on the Organisation of People’s Councils and People’s committees which is to expire on January 2016.

Meanwhile, the Law on Government Organisation will replace the 2001 version as from January 1 next year.

A new point in the Law on Election of National Assembly Deputies and Local People’s Council Members is to ensure at least 18 percent of the candidates are ethnic minority people and at least 35 percent are women. The law will be enforced from September 1 this year.

The 2015 Law on State Budget includes seven chapters and 77 articles stipulating State budget expenses. It will come into force in the 2017 fiscal year.

Covering seven chapters and 93 articles, the Law on Labour Hygiene and Safety features measures to manage technical incidents, occupational accidents and diseases while ensuring labour safety and hygiene. Enforcement will begin on July 1, 2016.

The Law on State Audit stipulates audits must not be conducted for longer than 60 days to help the National Assembly, Government, relevant agencies and organisations manage and utilize public property and implement their tasks and authorities. Reports of the State Audit Agency will become binding for target organisations after they are made public. The law will take effect on January 1, 2016.

At the press conference, the State President’s Office also announced the Ordinance on Environmental Police and the Resolution on lump-sum social insurance payments for workers.
